BATAVIA, OH (FOX19) - A warrant has been issued for the arrest of a Goshen man on animal cruelty charges.

Dave Woodruff, 59, is accused of keeping his dog chained for months.

Neighbors notified the Clermont County Animal Shelter that a young dog had been neglected and chained to a doghouse for months.

When animal control officers responded to the home, they found a tumor growing under the dog's neck, which turned out to be infected skin that was forced through a twisted too tight dog collar.

The dog, a 10-month-old retriever mix named Abby, was taken to the shelter, but her alleged owner, Woodruff, has not been found.

Anyone who knows where he is should call the Clermont County Sheriff's Office.

Meanwhile, Abby has been treated and spayed and is ready for adoption.
