Report released on tasing of councilman's daughter

CINCINNATI, OH (FOX19) - Police are finished with their internal investigation into the tasing of a Cincinnati city councilman's daughter.

Officer Anthony Plummer tased Celeste Thomas, daughter of councilman Cecil Thomas, during a traffic stop nearly two weeks ago.

The 22-page report finds Officer Plummer's actions violated the rules of using a Taser, and also says Celeste Thomas did not engage in behavior which threatened Officer Plummer's safety.

The report recommends a hearing in front of a police captain, who will make a recommendation on Officer Plummer's future with Cincinnati Police to Police Chief Tom Streicher.

Streicher will then make a recommendation to Cincinnati City Manager Milton Dohoney, who is the only person who can legally hire and fire police officers.

Officer Plummer has been on suspension since the incident. He was dismissed from the Cincinnati Police Department several years ago for use of excessive force in an incident that also involved a taser. He was later re-instated by an arbitrator.
