State auditor says HamCo's finances not in order

CINCINNATI, OH (FOX19) - In an audit released Thursday by Ohio State Auditor Mary Taylor for fiscal year 2007, Hamilton County received an "adverse opinion," meaning the county's financial statements are not in order.

"This is not a clean audit, giving us no other choice but to issue a rare and serious adverse opinion because Hamilton County has not booked adjustments from a previous special audit and we know that their 2007 financial activity and ending balance are not properly stated," said Taylor. "County officials should correct their financial statements to accurately reflect these findings and recommendations."

The auditor's report repeats an issue outlined in a 2006 special audit of the Hamilton County Job and Family Services Department that continues in 2007. The issue involved how the county managed millions of dollars intended to pay for various social programs using a complicated system of interfund transfers and other reimbursement methods.

Hamilton County Commissioner David Peppers say that the County, State and Feds are still in negotiations to figure out who is responsible for the questionable accounting practices between 2000 and 2004 with the Hamilton County Job annd Famliy Services.

"It's been going on for 8 years ongoing audit once resolved can fix what we know are there," said Pepper.

"It's all political," added commissioner Todd Portune. "It's terrible tax dollars wasted for something like this. Is this the best the auditor could do, she couldn't find a acorn under a tree if we led her to it."
