Man charged after arranging to meet "14-year-old girl" at mall

FLORENCE, KY (FOX19) - A Cincinnati man is behind bars after he arranged to meet who he thought was a 14-year-old girl at the Florence Mall.

Kevin Richmond, 30, was charged with unlawful use of electronic means to induce or procure a minor to engage in sexual or other prohibited activities (importuning) and use of a minor in a sex performance.

Police say Richmond first communicated with Detective Everett Stahl, who was posing as a 14-year-old girl, on the casual encounters section on Craigslist. Their communications progressed from Craigslist to email and then to cell phone texts and finally to a phone call where Richmond spoke to a female deputy who adopted the 14-year-old persona.

Stahl planned on meeting the girl at the mall to engage in deviate sexual intercourse. He instead was arrested.

On the way to the mall, Richmond stopped and purchased a digital camera and a four gigabyte memory card to record the exploits.

Richmond is lodged in the Boone County Detention Center in lieu of a $10,000 bond.

Stahl, who is a member of the F.B.I. sponsored U.S. Marshall's Task Force for Child Exploitation, filed federal charges on Richmond late Wednesday afternoon for Interstate travel with intent to engage in illicit sexual conduct.  

Richmond had his initial appearance in federal court on Wednesday and will return on Friday, April 9, 2010 for a detention hearing. The state charges against him have been dropped.

The maximum penalty for Interstate travel with intent to engage in illicit sexual conduct is 30 years in the federal penitentiary.
