UPDATE: Child found unresponsive in Bethel; pronounced dead at hospital

BETHEL, OH (FOX19) -- The stepfather of a Bethel two-year-old who died on Tuesday will be in court this morning on charges of Child Endangering.

Tim Hoskins, 42, of Bethel was charged last night when police attempted to question him about an incident earlier in the day.  He was taken to the Clermont County jail and has a bond hearing this morning.

Two-year-old Jerry Wells was flown to Cincinnati Children's Hospital after he was reported to be unresponsive Tuesday afternoon. The Wells was pronounced dead at the hospital.

Earlier in the day child's mother, Krystle Hoskins claimed that she and her husband Tim head the child fall down the steps.  But after further questioning by police she admitted that was not home at the time of the accident.

When investigators attempted to re-interview Tom Hoskins concerning the incident he became belligerent and refused to make any statements or answer further questions.

Emergency crews were called to the 100 West Plane Street for a report of a 2-year-old child who was found responsive at the home a short time before 1:00pm.

The incident is currently under investigation. Bethel Police Chief Mark Planck said he doesn't suspect foul play.

Planck said the child fell down at least five of the steps inside the building. The mother first spotted her child's body at the bottom of the stairs.

"The father and mother heard someone falling down the steps," said Chief Planck. "Investigators said the parents saw their front door open and their child laying at the bottom of the steps. At that time he was not breathing."

Planck said the mother called 911. A neighbor helped the father give the toddler CPR.

"All of a sudden there was screaming," said Lisa Beach, who saw what happened after the child fell. "People were running up and down the sidewalk. Screaming. They were going into the house. Running back out of the house."

Minutes later, Beach said emergency crews arrived, but it was too late.

"The two EMS people jumped out," said Vanessa Beach, another witness. "One was grabbing the gurney. The other one just ran inside, and as soon as he got inside, he grabbed the little boy, and he walked back out."

"He was lifeless," said Lisa. "He was just limp."

Police say the child was inside the apartment with his mother, father and two year old sister.

Investigators say the family moved in a few months ago. Neighbors told FOX 19 the family was quiet and kept to themselves.

"When they were putting the little kid in the car, she had her hand on her face. She was hysterical."

Deputies drove the couple in for questioning. Chief Planck said police suspect the incident is a "tragic accident." No charges have been filed.

The victim's sister is in the custody of child services. Chief Plank said it's all routine procedure.

The victim died just three weeks shy of his third birthday.
