(RNN) - Almost a year after his death, the FBI has replaced Osama bin Laden on the Most Wanted List with an alleged child pornographer.
Eric J. Toth, a schoolteacher from Washington, is on the list for allegedly possessing child pornography. In 2008, pornographic images were found on a school camera that had been in Toth's possession. The FBI also says he produced child pornography in Maryland.
But why did it take almost a year to replace bin Laden at No. 1?
"We don't really rank one (fugitive) over the other," Kevin Perkins, assistant director in the FBI criminal investigative division, said on CNN.
The New York Times said that a survey was sent to all the field offices shortly after bin Laden's death to see who would replace him. The Times says one of the criteria the FBI used was that the fugitive could be "hiding in plain sight."
The FBI's website says Toth, also known as David Bussone, is able to blend into various socio-economic classes and has an above average knowledge regarding computers.
"He could be almost anywhere," Perkins said.
Toth is believed to have lived in or visited Virginia, Illinois, Indiana, Wisconsin, Minnesota and Arizona.
Perkins said Toth, attended Cornell University before transferring and graduating from Purdue University with a degree in education. He may try to gain employment as a teacher, nanny, camp counselor or tutor – any position near children – and that he may try to advertise online.
Toth was born Feb. 13, 1982 and is described as 6'3", 155 pounds with brown hair and green eyes.
The FBI's 10 Most Wanted Fugitives has existed since March 14, 1950. The FBI has caught 465 of the 495 fugitives listed – 153 as a result of citizen cooperation.
To make the list, the FBI website says "the individual must have a lengthy record of committing serious crimes and/or be considered a particularly dangerous menace to society due to current criminal charges."
