How does someone download child porn at the library?

LAWRENCEBURG, IN (FOX19) -

A homeless man who is accused of downloading and printing child pornography on a library computer appeared in court on Wednesday.

Bond for Johnnie R. Cook, 58, was set at $150,000. He pleaded not guilty to 30 counts of Possession of child pornography, a class D felony and one count of theft, a class D felony. Many FOX19 viewers were asking how can anyone download child porn at a public library. We went to the source to find out what they are doing to make sure it doesn't happen again.

Library officials told FOX19 News the whole scenario caught them by surprise. Sally Stegner said they have three separate type of firewalls and filters to prevent customers from going to unauthorized sites but that Cook allegedly was able to circumvent those and download the child porn. Stegner said a staff member goes in and out of the computer lab but is there primarily to help patrons with their computer work, not to police what they view. They have 42 computers, many of them in the room where people sit side by side and are able to view each other's screens. They can also view the screen the person in front of them is using.

Cincinnati and Northern Kentucky Information Technology expert Dave Hatter says it's a problem libraries all over the country are trying to solve. "I'm not even sure that there's that kind of software out there that's available to the general public and if there is, it would probably be incredibly expensive," he said. "You might have a page that doesn't have any words on it or the words that are there have nothing to do with the actual photos. So, it would be very difficult to block that kind of content because it would be difficult to look into the image and understand that it's some kind of pornography," he added.

 He cited this example, "You may set up a pornographic website and make all the content on the site seem completely harmless, not objectionable at all but it contains obscene pictures and that would be very difficult to block until someone identifies it as such and then goes in and says in the Blacklist we're just going to block this entire site."
