HARTFORD, CT (AP) -

Commuter rail service between Stamford and New York's Grand Central Station is struggling to return to normal, though passengers are getting an unusual free ride.

Connecticut Gov. Dannel P. Malloy and New York Gov. Andrew Cuomo authorized the Metropolitan Transit Authority to waive fares Thursday and Friday to help ease recovery from Superstorm Sandy.

The first Metro-North train since the storm was set to leave the Stamford station at 4:43 a.m. Thursday. The Stamford-to-New York service represents about 52% of the daily New Haven Line service.

Shore Line East commuter rail service, between New Haven and New London, also was set to resume Thursday morning.

Amtrak says it also will resume limited service between New Haven and Springfield, Mass.
