CLEVELAND, OH (WOIO) -

The man accused of chaining a dog to a tree and shooting it, appeared before Federal Judge Baughman Thursday afternoon.

Raymone Clements,42, faces federal charges for being a felon in possession of ammunition, something not allowed by his previous convictions.

Clements plead not guilty and Judge Baughman ordered him held without bond. He'll be back in court on January 25.

Meantime, Clements was also scheduled to be arraigned Friday in Cuyahoga County Common Pleas Court in connection with the dog shooting. However, the state charges have now been withdrawn, as this matter is now being handled by federal court.

Cleveland Heights Police say on Nov. 25, Clements chained Forrest, a Bull Mastiff, to a tree in Forest Hills Park and shot him. Forrest survived and has since been adopted. 

The dog now lives in a ranch style home on 10 acres of land.
