CLEVELAND, OH (WOIO) -
A family is suing three power companies and the city of Cleveland because a 12 year old girl was shocked and permanently disabled by downed power lines.
12-year old Gasia Thomas nearly died last November after Superstorm Sandy. She somehow touched wires down near E. 130th and Iroquois.
The lawsuit says First Energy, CEI, Cleveland Public Power, and the city should have fixed the lines or blocked them off. There had been complaints about downed wires in that area and the suit says complaints actually went back three days.
Lawyers write, Gasia suffered burns, a permanent brain injury, and even a "loss of limb."
Police radio tapes show a dispatcher had called First Energy to alert the company and even sent an officer to check the area.
The officer may have seen other downed lines because he radioed that he saw harmless downed phone lines, and he left.
