Vaccine Bush to sign bio bill

President Bush says he's looking forward to signing legislation today on what's regarded as a first line of defense against biological weapons attacks.

It sets up a five-and-a-half billion-dollar program called "Project Bioshield." The first item on the government's shopping list is to stockpile enough new-generation anthrax vaccine for 25  million people. The wish list from federal health officials also includes a safer smallpox vaccine and a long-awaited children's version of an anti-radiation pill.

Project BioShield offers pharmaceutical companies a guaranteed buyer -- the US government. That's the incentive the industry sought before spending millions on research to produce terrorism countermeasures.
