A prosecutor has charged two former employees of state Treasurer Joseph Deters in a scheme to funnel donations to his campaign and help donors get in contact with people who could get them state business. Former Deters chief of staff Matthew Borges is charged with one count of improper use of public office. Former fund-raiser Eric Sagun is charged with one count of violating election law. Special prosecutor Thomas Sammon filed the charges as an information instead of seeking a grand jury indictment. A Cuyahoga County grand jury has been investigating the Deters case since January.
