CINCINNATI, OH (FOX19) -

A new motion passed by Cincinnati City Council aims at getting fair wages for workers on development projects.

Council passed the motion on Wednesday, ensuring that when the city invests in these projects, the workers are compensated fairly.

The motion comes after the discovery of underpayment for workers at the U-Square Development near the University of Cincinnati in October 2012.

Council wants developers to pay prevailing wages on an entire construction project whenever the city investment is at least 30% of total funding. The City of Cincinnati's investment in 'U-Square @ the Loop' is 40% of total funding.

Towne Properties is the developer on the project and promised to pay prevailing wages to workers.

However, council says they did not follow through with that promise, investigating the issue and interviewing two different U-Square workers. According to council, the workers provided documentation showing they were being paid minimum wages under the table by a subcontractor with the project.

Council members say the two they interviewed were being pressured to sign documents stating they were being paid prevailing wages, when in fact it was closer to minimum wage.
