Did the 911 dispatcher drop the ball during the Amanda Berry call?

It was the call we waited years to hear, but questions remain surrounding how a dispatcher handled Amanda Berry.

"I am Amanda Berry. I've been on the news for the last 10 years."

Amanda, along with Gina Dejesus and Michelle Knight were all found alive after years in captivity.

The 911 call taker is at work in that building but police are still reviewing the Amanda Berry call.

City Hall is close to wrapping up their internal investigation into how a call taker in Cleveland's central dispatch handled Amanda Berry's desperate 911 call for help. 

Did the call taker recognize Amanda Berry?  Should he have kept Amanda on the line and not hung up?

Martin Flask, Cleveland Public Safety Director, says "My review of it indicates the call taker did in fact at the very least didn't exhibit any empathy towards the caller and in all probability may have violated some policies of the Division of the Police."

Maybe the biggest question, did the call taker call Amanda Berry a f**** b**** at the end of the call?

Here's how the controversial call went:

Dispatcher: The police are on their way. Talk to them when they get there. Ok?

Amanda Berry: Ok. I need…

Dispatcher: I told you they are on their way.  Talk to them when they get there. Ok?

Amanda Berry: Alright.  Ok.

Dispatcher: Thank you.

Amanda: Bye.

Dispatcher: F****** B****.

Police confirm the first two words begin with an f and a b.  Tom Owens of Owen Forensic Services who worked on the Trayvon Martin-George Zimmerman 911 calls says the call taker cursed.  "He said f-beep b-beep."

19 Action News Reporter Scott Taylor says he wants to make it clear that the police arrived at the scene very fast and that he's reached out to the call taker and so far he's not talking.

It has also been discovered tha the call taker accessed Amanda Berry's original Police file from 2003 while he was on the phone with Amanda. 

He forwarded that file to a Dispatcher with in 1 minute and 6 seconds. 

The Dispatcher sent Police cruisers to the scene where the first Patrol car arrived within less than 2 minutes after Amanda Berry first dialed 911.
