Ryan Culver killed a woman while driving high on heroin - Cincinnati News, Weather, Sports from FOX19 NOW-WXIX

Suspect in fatal Avondale crash arrested

The man accused of striking two pedestrians and killing one of them in Avondale has been arrested.

Ryan Culver was found and arrested today in the Covington Transit Center on Madison after he disregarded a traffic light, hitting 43-year-old Monisa Barnes and a 12-year-old girl on January 16. Police say he was under the influence of heroin at the time of the accident.

Barnes died the next day and the girl sustained life-threatening injuries.

Culver was not immediately arrested at the scene of the accident. A warrant for his arrest, on charges of aggravated vehicular homicide and aggravated vehicular assault, was not issued until days after the accident. He has been at large until today.

Covington authorities say Culver had no drugs or paraphernalia on him at the time of his arrest.

According to the Kenton County Detention Center, Culver is charged with parole violation, wanton endangerment, and fugitive from another state.
