Emergency bill to fund child welfare agency could be on Brewer's desk Thursday

PHOENIX (CBS5) -

A piece of emergency legislation to provide additional funding to Child Safety and Family Service could be on the governor's desk as early as tomorrow.

Members of the state House of Representatives and the Senate unanimously agreed the child welfare agency needs more caseworkers.

If this spending bill is passed, $6.86 million would go toward hiring and training more than 120 cases workers as well as their support staff and supervisors.

"What that ultimately means is we'll be able to touch more cases, more quickly and we'll be able to resolve cases more quickly," said Child Safety and Family Service Director Charles Flanagan.

But many lawmakers agree the need for money is only part of the issue.

"The agency has a history of dysfunction it's not only a lack of funding. There are cultural and procedural issues," said District 23 Rep. John Kavanaugh.

Flanagan said part of that has to do with an outdated computer system.

"The governor's budget for the upcoming fiscal years includes funding for the beginning of the process to replace the database," said Flanagan.

Flanagan told CBS 5 it takes about six months to recruit a case worker and train them before they are ready to go into the field.
