Authorities arrested or cited over 100 people at an annual Halloween bash but reported the crowd was mellower than last year. Athens Chief Rick Mayer said in a statement that authorities arrested 98 people on 139 charges, up from 66 people in 2003. The exact number of street citations wasn't available this evening. Mayer says one person was arrested and subdued with a Taser stun gun when the subject was strangling an officer and couldn't be controlled by pepper spray or "a number of officers." Mayer says the event went much smoother than a number of prior events. In 2003, rioting partiers started fights, lit couches on fire and threw bottles at officers in what police called "the worst event to date."
