Good morning. It's 31 degrees with heavy fog along the Ohio River. An escaped Kentucky inmate was arrested in Hamilton overnight.

It's 31 degrees with thick fog enveloping downtown Cincinnati and other areas along the Ohio River.  The low will slip to 28 degrees before we rebound to 40 degrees. We're in for a cloudy, rainy day. Tune in at 5 a.m. for FOX19 NOW Meteorologist Catherine Bodak's latest forecast.

An escaped Kentucky inmate with ties to the Tri-State was arrested in Hamilton overnight. Joshua Stephenson, 23, is held on a new kidnapping charge at the Butler County Jail. We will keep following this breaking story as new information comes in throughout the morning, and we will be in court when Stephenson faces a judge at 8 a.m .
