$600k bond for serial child molester

DELHI TOWNSHIP, OH (FOX19) - Bond was set at $600,000 Wednesday for a 47-year-old serial sexual offender accused of repeatedly molesting an 11-year-old girl.

Gary Hines is held at the Hamilton County jail on four counts of gross sexual imposition. The case goes to a grand jury for possible indictment Feb. 13.

Delhi Township police moved fast to apprehend Hines Tuesday after the victim told her school counselor about the allegations for the first time. Hines is accused of inappropriately touching the girl, who is now 13, on four different occasions at her residence between 2013 and 2014.

Hines is familiar to police, said Lt. Joe Macaluso. Investigators recognized him as a registered sex offender with at least three prior arrests on similar cases involving minors.

Dr. Walter Smitson, a psychotherapist with the Central Clinic says pedophiles don't do well in treatment.

"It's very difficult to treat and patterns are a great predictor of these men...men that, as you say, have done this 20 years ago are likely to repeat it. There's a high risk that they'll repeat that behavior," Dr. Smitson said.

Smitson also says the young girls with single mothers can become targets of pedophiles.

"Certain predators may start dating a single mom because they know a young girl is in the house and they try to get to her," Dr. Smitson said.

"It is very concerning when you have someone who is already a sex offender who is continuing to be around children," Macaluso said. "We did not give it another moment's hesitation. We tracked him down and interviewed him and got him in jail."

Hines is a friend of the girl's family, who have told police they were unaware of his other convictions dating back 20 years. When police confronted Hines on the the latest case, he admitted to molesting her, court records show.

"It's despicable," the lieutenant said."It could have been anyone's child."

As a Tier 1 sex offender, Hines is required to register his address with the sheriff's office in his residing county annually for the next 15 years. He also must register any change of address, place of employment, or enrollment in a school or institution of higher education.

Hines was first charged with gross sexual imposition in Hamilton County in 1995. At the time, the victim was 13, court records show. Further details on the 20-year-old case were not immediately available.

He was convicted of attempted gross sexual imposition and public indecency in 2006 and gross sexual imposition again in 2011, court records show. The victims were girls ages 13 and 14.
