Scott Rains, 33, of Independence, is held at the Kenton County jail in lieu of $100,000 bond. He is scheduled to appear in court Wednesday.
Kenton County police arrested him Tuesday night. They said an investigation concluded Rains crossed the median and struck two vehicles on Turkeyfoot Road near College Park Drive March 9.
