Police Make Arrest In Weekend Murder

Tri-State police have made an arrest in the weekend murder of an Owen County woman.

A woman was found dead in her home Saturday and Kentucky state police made the arrest late Sunday night.

Patsy Kemper, 56,  was found dead Saturday morning in her Owenton home after Kentucky State Troopers responded to a call that someone was hurt.

Police say they had enough evidence to arrest Eugene Collins Jr., 46, for the murder.

According to, Kentucky State trooper Greg Larimore, "(Collins Jr.) as well as the victim were acquinted with each other. She ran a used furniture and appliance business, and he periodically worked with her."

"At this point,  Mr. Collins has been charged with murder, burlglary, rape as well as tampering with physical evidence," Larimore said.

Collins is is being held in the Carroll County detention center on $1 million bond.
