Taxpayers to cover Blackwell's $23K unused vacation pay

Cincinnati City Manager Harry Black fired Police Chief Jeffrey Blackwell the morning of September 9 with an extensive list of reasons why in city records and statements from his co-workers. 

However, Blackwell won't be leaving without obtaining a payout for the vacation days that went unused during his term as chief. 

Rocky Merz confirmed that the former chief will receive $23,220.48 in unused vacation pay. 

The amount that accumulated up until August 29 is to be covered by taxpayers. 

Reports showed that Blackwell also accumulated $12,738.09 in sick pay that he will not be paid for.
