GOSHEN TOWNSHIP, OH (FOX19) -

There's a problem on the surface of State Route 28 between Branch Hill Guinea Pike and Smith Road and work crews are getting to the bottom of it.

The Ohio Department of Transportation is having pavement work done for the second time. A quality assessment showed there wasn't enough air voids. Air voids allows the pavement to expand and contract, according to ODOT.

Over a winter season the pavement has a freeze/thaw cycle and the air void helps prevent cracking.

"If it isn't properly applied those air void could be problematic and here we didn't have enough air voids and so that's what's causing the pavement to be replaced,” said District 8 Communications Manger Brain Cunningham.

Motorist saw construction on this stretch of road recently. The road was expanded to add a turning lane. ODOT says taxpayers will not have to pay for the work.

"The cost of the repaving will be borne by the contractor. It's a $3.8 million total job and the replacement cost is about $120,000, tax money will not go toward the replacement,” said Cunningham.

The hope is that the project will be finished in a week, according to ODOT. But the busy stretch of road is home to some businesses, who says business is slow.

"It was a real shocker it really was a real shocker, said business owner Toni Plazarin.

Plazarin is the owner of Holtman's Donuts, and she didn't expect to see crews working on the road way for the second time.

"I was thinking not again, 'cause we already went through this all summer. It's been working on this road all summer and it really does slow down business,” said Plazarin. "When it happens this way, we have to cut back people have to go home because they're so since of running a business having people, we don't make as much."

Barrett Paving and Materials is the contractor for the project; they don’t make the asphalt. FOX19 Now reached out to the company for comments, but our call was not returned.
