In Kentucky lawmakers reached agreements on the budget and tax bills early Sunday morning. It took a late-night session that would end in a stalemate over how the state spends money. One of the bills would raise Kentucky's 3 cent cigarette tax to 30 cents. That's still nearly 40 cents cheaper than the national per pack state tax average. Ohio and Indiana both collect around 55 cents a pack. The cigarette tax increase will not be officially voted on in the Kentucky House and Senate until Tuesday.
