Woman starts petition drive to keep her rapist, father, behind bars

WARREN COUNTY, OH (FOX19) -

Jessica Hart is working hard to keep her rapist behind bars.

She told FOX19 NOW her father is the rapist.

Hart said it happened when she was 4-years-old in 1989.

Rick Marshall was convicted in 1990 and is serving two counts of rape at the Chillicothe Correctional Center. He has a parole hearing next Wednesday.

Because Hart is afraid her father will get released, she started a petition drive which currently has just under 800 signatures.

“The only way I know to guarantee the safety of other kids is to keep him in there,” Hart said.

The 31-year-old, single mother of twins, has not been in contact with her father since her mom found out what happened to her.

She said, she didn’t have the strength to tell her mother at the time, but did tell the babysitter who called authorities immediately.

Hart remembers everything that happened to her in painstaking detail. She remembers the day her nightmare began.

“I would go upstairs with him when he would change and stuff,” she said. “I would close eyes,” she continued. “I remember, I swear he said he was done and I opened my eyes and he wasn't. So I closed them real quick and that's how it started from there.”

Hart claims Marshall made her watch pornographic movies and then repeat the actions she saw.  All while her mother she said, who worked third shift at the time, had no idea what her husband was doing.

Marshall will go before a full parole board of 12 on April 27. He will not be present in Columbus at the hearing.

His family and representatives will be speaking on his behalf arguing for his release.

FOX19 NOW did contact Marshall's family but they declined to comment.
