Police and fire crews responded to the area shortly before 7:30 a.m. after someone spotted a suspicious item and called the city's pubic services department, according to Cincinnati fire dispatchers.
Authorities called the bomb squad and shut down Fifth Street out of precaution.
They determined the suspicious item was a duffel bag full of clothes.
