Green Township Police say a semi-truck driver was high on heroin when he caused a crash that shut down Interstate 74 during rush hour Friday.

Scotty R. Kinmon, 28, lost consciousness before his tractor trailer jackknifed near the North Bend Road exit. The semi struck a guardrail and blocked all westbound lanes.
