Bush Focusing On Rebuilding

WHITE HOUSE (AP) - Aides say President Bush will use tonight's speech on Hurricane Katrina to focus on the mammoth rebuilding job ahead.

The president is delivering the address at 9 p-m Eastern Time from a New Orleans that's slowly draining after two weeks under water. Bush is also stopping in Mississippi today on his fourth visit to the Gulf Coast since Katrina laid waste to the region 17 days ago.

White House Press Secretary Scott McClellan says Bush's speech will concentrate on "the way forward" and outline several initiatives aimed at jump-starting the reconstruction.

The address comes two days after Bush acknowledged to reporters that he takes responsibility for the flawed federal response to the hurricane.
