Bin Laden Offers Truce, Says New Attacks Possible

CAIRO, Egypt -- Osama bin Laden may have more attacks on the U-S in the works.

Al-Jazeera T-V is carrying an audiotape from a man identified as bin Laden -- voicing threats, as well as a truce offer.

The man claiming to be bin Laden says higher security in the US isn't the reason for the lack of attacks since Nine-Eleven.

He says the delay is "because there are operations that need preparations, and you will see them." But he says al-Qaida offers "a truce that is fair and long-term."

The man says the truce is to "build Iraq and Afghanistan."
