UPDATE: Bond set in toe spraying case

Update: Pannell pled not guilty in court on Thursday. His bond was set at 10 percent of $25,000.

A Columbus man will be in court Thursday afternoon, facing charges  of assault, voyerism and criminal trespassing after he was found crawling under a table at the University of Cincinnati's Langsam Library.

According to court documents, a woman states that she was sitting at a table at the library around 9 p.m. when she felt something cold and wet on her feet. She found Dwight Pannell, 43, of Columbus under the table spraying saltwater from a syringe onto her feet.

"I looked down the person was on his knee with the syringe," the victim said in an affidavit.

The victim ran to a neighbor for help, who told her to tell security.

Police say Pannell had no lawful reason to be at the library.
