CINCINNATI (FOX19) -- A Addyston man is behind bars after neighbors found his 3-year-old daughter alone in the rain.

Scott Higgins, 23, faces one charge of endangering children and one charge of obstruction official business.

According to court documents, Higgins was sleeping when the girl was found wandering in the rain covered in some sort of lotion or shampoo. Several attempts were made to contact the father, but he refused to come until police arrived and beat loudly on the door. The officers told him they were there to check on the 6-month-old son and Higgins refused to let them in.

Higgins is scheduled for arraignment on Saturday morning.
